Diamond Seeks to Expand Do-Not-Call Registry to Include Nonprofits, Politicians
HARRISBURG – Rep. Russ Diamond (R-Lebanon) announced today that he will introduce legislation to prohibit nonprofits and political organizations from calling residential phone numbers registered on Pennsylvania’s Do-Not-Call List.
Many Pennsylvanians who place their phone numbers on the state’s Do-Not-Call registry expect all telemarketing calls to stop. They are often surprised when they continue to receive unwanted solicitations from political candidates asking for votes or charitable organizations seeking donations.
“I’ve heard from many constituents who’ve told me they’ve received multiple calls daily during election season and were stunned to learn candidates and political organizations are exempt from contacting folks on the Do-Not-Call registry,” said Diamond. “That isn’t right. Politicians shouldn’t exempt themselves from the laws they make for others to follow.”
Charities can bypass the Do-Not-Call List when sharing their donor lists with each other.
“Pennsylvanians are extremely generous when it comes to donating and supporting local, state and national charities,’ said Diamond. “After they donate, their names often appear on a charity’s donor list. If that list is shared with other nonprofit agencies, it can turn into an avalanche of calls asking for money. This can dissuade individuals from making donations in the first place – something we definitely don’t want to do.”
The Diamond measure, if approved, would amend the Telemarketer Registration Act to remove the exemption for nonprofits and political organizations, requiring them to comply fully with the act just like any other telemarketing company.
