Gov. Tom Wolf Proposes 11 Percent Retroactive Increased Personal Income Tax

HARRISBURG – Rep. Tom Quigley (R-Montgomery) is prepared to defend taxpayers following the budget address that Gov. Tom Wolf delivered today to a joint session of the General Assembly. The governor’s $33.29 billion budget proposal requires a $2.7 billion tax increase.

The $2.7 billion tax increase would be generated in part from an 11 percent increase in the Personal Income Tax (PIT), an expansion of the sales tax to include items such as cable television and movie tickets, as well as a tax on all tobacco products.

“Most offensive of all is the PIT increase, especially because it would be retroactive to Jan. 1,” Quigley explained. “Gov. Wolf wants to hand Pennsylvania residents a bill for time they have already worked while, at the same time, eliminating services they need. I am amazed.”

“The budget proposal, despite calling for a $2.7 billion tax increase, includes no form of property tax relief. Instead, the governor is advocating for taking money out of taxpayers’ pockets and refusing to acknowledge one of their top concerns,” Quigley said.

Also missing from Wolf’s budget proposal is pension reform, further burdening taxpayers in the 146th District when property taxes must be raised to meet rising pension costs. In his budget, almost half of the education funding would be dedicated to paying for school employees’ retirement.

“When Wolf proposed broad-based tax increases without property tax reform or any other benefit for Commonwealth citizens, it was clear to me that he ignored their needs,” Quigley said. “Regardless of our different political leanings, we must always serve the taxpayers by representing their wishes.”
