English Votes to Approve Emergency Funding Legislative Package

HARRISBURG – In an effort to help alleviate funding problems being encountered by Commonwealth social services and school districts in Allegheny County and elsewhere, Rep. Hal English (R-Allegheny) voted in favor of final passage of several bills that can release funds that are already available in the treasury.

“I have heard from providers in my district who are in need of funds and, given the fact there is no final agreement on a total budget as yet, it is prudent and imperative to release emergency funding as soon as possible,” said English. “This can help solve problems while we continue to negotiate a full and final budget, and those talks are still ongoing.”

The funding includes state appropriations amounting to $11 billion, retroactively to July 1 and carrying through to Oct. 31. In addition to four months (or 33.3 percent) of state aid based on House Bill 1192’s levels (which are higher than the 2014-15 state budget), the emergency funding bill would allow $24.3 billion in federal dollars to reach their intended recipients, and PHEAA grants and county child welfare funding will be disbursed at 50 percent.

The final decision on the progress of these bills lies with the governor.
