Schemel Votes Yes on Responsible, On-Time Budget

HARRISBURG – Rep. Paul Schemel (R-Franklin) today joined a majority of his colleagues in the Pennsylvania House of Representatives in supporting House Bill 1192, legislation that establishes state funding priorities for fiscal year 2015-16. The vote was 112 to 77 in favor of the measure.

The $30.18 billion spending plan represents a $1 billion, or 3.6 percent, increase over the current fiscal year. It also holds the line on taxes while continuing to adequately fund the core functions of state government.

House Bill 1192 now moves to the Senate for consideration, with the expectation it will arrive on Gov. Tom Wolf’s desk before the June 30 budget deadline.

Schemel issued the following statement regarding his vote:

“The budget that passed out of the House this weekend responsibly addresses the Commonwealth’s immediate and long-term financial needs while respecting the Pennsylvanians who will be asked to pay for it.

“For those who believe that we are not spending enough, I ask, how much is enough? Among the 50 states, Pennsylvania is sixth in education spending per pupil. Are the shortages in education a result of how much we are spending or how we are spending it?

“For those who believe that we are not taxing our businesses enough, I ask, how much is enough? Pennsylvania has the highest corporate net income tax in the nation.

“Gov. Wolf proposed a budget which would have been the single largest tax and spending increase in the history of our Commonwealth. When the taxing component alone was put to the vote of the members of the House, it received not a single vote, not even from among the members of the governor’s own party.

“Promises come with a price tag and the price of Gov. Wolf’s promises are simply too high. I represent the hard-working and fiscally responsible people of my district and I will continue to take that ethos to our state government in Harrisburg as we do the challenging work of governing.”
