Warner’s Bill to Cut Red Tape for Construction Projects Passes House Unanimously
HARRISBURG — Rep. Ryan Warner (R-Fayette/Westmoreland) announced today that his bill to clarify existing law, cut government red tape and promote investment passed the House with unanimous support yesterday.
House Bill 1071 amends the Development Permit Extension Act to clarify language concerning the development of planned communities and the suspension of permits. The bill, introduced by Warner earlier this year, removes uncertainty around permit expiration dates for construction projects and establishes that all permits granted between Dec. 31, 2008, and July 2, 2013, be suspended until July 2, 2016, to allow developers to avoid additional costs that could inhibit investment.
“Many businesses and individuals who were issued project permits found themselves with an inability to obtain the necessary financing during the economic downturn,” Warner said. “By clarifying the permit extension period, we are alleviating the need for these businesses and individuals to go through the expense and the drawn-out government processes associated with obtaining a replacement permit, and allowing them to start investing in our communities right away.”
House Bill 1071 is now headed to the Senate for concurrence. The bill is supported by the Department of Community and Economic Development, as well as the PA Builders Association.
