House Children and Youth Committee Examines Bill to Allow Adult Adoptees Access to Birth Records

WHAT: The House Children and Youth Committee, led by Rep. Kathy Watson (R-Bucks/144th), will hold a public hearing on House Bill 162, which would allow Pennsylvania adult adoptees access to their original birth certificate.

WHO: Watson and members of the committee. Those expected to offer testimony at the hearing include Rep. Kerry Benninghoff (R-Centre/Mifflin), sponsor of the proposal; Carolyn Hoard, American Adoption Congress; Helen Blair Schuler, administrator, Montgomery County Orphans’ Court; Cathy Utz, deputy secretary, Office of Children, Youth and Families, PA Department of Human Services; Kristi Lado and Amanda Woolston, Pennsylvania Adoptee Rights; Sandra Bornman, Pennsylvania Act 101 authorized representative; and several testifiers from the Pennsylvania Catholic Conference, Francis Vigiletta, director, Social Concerns Department; Teresa McCormack, legal counsel; and Kelly Bolton, program director, Catholic Charities Adoption and Specialized Foster Care for the Diocese of Harrisburg.
