Benninghoff Legislation to Protect Adults with Special Needs Gains Committee Support
HARRISBURG – Rep. Kerry Benninghoff (R-Centre/Mifflin) announced today that his legislation to protect adults with special needs has passed the House Human Services Committee with unanimous, bipartisan support.
Intended to protect those who are especially vulnerable to abuse from caregivers,
House Bill 1024 would establish a statewide registry of individuals who have been convicted of assaulting a special needs adult.
“After being told that a special needs adult had fallen prey to disturbing abuse by a caretaker who, despite being caught on home security footage, was still able to work with other special needs adults, I was appalled,” Benninghoff said. “With the ability to cross-check a registry of convicted abusers, we can better protect adults with special needs from the unthinkable and help to ensure they receive the dignity and care they so deserve.”
The bill can now be considered by the House as a whole.
