Kutz Bill to Aid First-Time Homebuyers Advances

Closing costs have become a barrier to first-time homeownership, but we're working to change that here in Pennsylvania. My House Bill 1387, which would exempt first-time homebuyers from the realty transfer tax, unanimously passed the Housing and Community Development Committee. This bill is a tax cut that would help incentivize sales to individual buyers and save first-time buyers $4,500 on average at closing. This is a win for buyers, sellers, taxpayers and the free market.

During our 30-minute session, the Democrat Speaker of the House once again shut down ideas from across the aisle. We were elected to debate ideas and vote on whether they will improve the lives of our constituents. This is not happening in the House chamber. We need leadership that has a desire to do the will of the people, not the will of the party. It is time for politics to step off the floor.
