HARRISBURG – Rep. Ryan Warner (R-Fayette/Westmoreland) issued the following statement after joining the majority of state House members in voting to approve a 2019-20 state budget bill Tuesday:
“This is a solid budget that keeps spending in check while also increasing investments in core functions of government such as education, health and public safety.
“I am especially pleased by the increased investments in career and technical education that will help prepare our students for the jobs of today and tomorrow, as well as of the record funding increase to support agriculture, our state’s top industry. Among the initiatives to help carry on our state’s agriculture traditions is a new Agricultural Business and Workforce Investment initiative to prepare future farmers for success in the industry.
“This budget also directs at least $250 million to the state’s Rainy Day Fund to help prepare for the next economic downturn.
“Most importantly, it does not increase any existing taxes or pose any new taxes on hard-working Pennsylvanians.
“In fact, because of our commitment to standing up for taxpayers against higher spending and higher taxes, the economy is growing. With just a few days remaining in the fiscal year, we are seeing significant increases over last year in the collection of three major taxes: sales tax collections are up 8%, state income tax collections are up 5.2% and Corporate Net Income Tax collections are up by 22%. Rather than forcing existing taxpayers to pay more, we are growing and broadening the tax base, which ultimate increases tax collections without increasing the tax burden.
“This budget helps keep Pennsylvania and our residents on a path to success.”
