HARRISBURG – State Rep. Sheryl Delozier (R-Cumberland) was officially appointed today by Speaker of the House Bryan Cutler (R-Lancaster) to serve as majority chairman of the House Commerce Committee for the remainder of the 2019-20 session.
“It is an honor to be Speaker Cutler’s first appointment to a chairmanship and I’m looking forward to working with him, members of leadership and my committee members on issues dealing with business, finance and economic development,” Delozier said.
“From the time she was first elected, Rep. Delozier has been a devoted and committed leader on behalf of her constituents,” Speaker Cutler said. “She has consistently shown a willingness to take the lead on difficult issues and never hesitates to cross party lines to find solutions. These qualities will make her an effective committee chair, and her leadership will benefit every citizen of our Commonwealth.”
The committee concentrates its efforts in the following areas of legislation:
• Regulation of the various institutions chartered in Pennsylvania through the Banking Code, the Savings Association Code, the Consumer Discount Company Act, the Pawnbrokers License Act, the Mortgage Bankers and Brokers Act, the Pennsylvania Securities Act and the Credit Union Law.
• Economic and technical development through programs such as the Ben Franklin Partnership, the Pennsylvania Industrial Development Authority, the Pennsylvania Capital Loan Fund and the Small Business Development Center Program.
• Regulation of offers of sale and credit through statutes such as the Goods and Services Installment Sales Act, the Unfair Sales Act, and the Unfair Trade Practices and Consumer Protection Act.
• Corporate governance through the Business Corporation Law.
“The committee’s primary responsibility is to prepare legislation for consideration in the House chamber,” added Delozier. “Under my predecessor, Chairman Mark Keller (R-Perry/Cumberland), the committee has considered this session bills dealing with electronic notarization of documents, ensuring the strength of our banking system and creating a grant program for small businesses hit hard by the COVID-19 pandemic. The committee also occasionally conducts public hearings as a way to more deeply examine certain issues and subsequently craft legislation to address problems and challenges that are uncovered.”
This is Delozier’s first committee chairmanship and her sixth term in office. She is also a member of the Consumer Affairs, Ethics and Rules committees.
