WHAT:      Press conference to announce the enactment of “Deana’s Law,” named after Deana DeRosa Eckman who was killed in a February 2019 head-on collision in Upper Chichester, Delaware County by David Strowhouer. Strowhouer was convicted of third-degree murder and his sixth DUI in connection with DeRosa Eckman’s death. 
 
WHO:   Rep. Chris Quinn (R-Delaware), the prime sponsor of House Bill 773/Act 59 of 2022, Delaware County District Attorney Jack Stollsteimer, and Rich and Roseann DeRosa, parents of Deana DeRosa Eckman.
