HARRISBURG – Legislation authored by state Rep. Kristin Phillips-Hill (York Township) that would address Pennsylvania’s excessive amount of overregulation is headed to the state Senate following an affirmative vote on Tuesday.
“Spring cleaning is designed to leave our homes neat, tidy and efficient,” Phillips-Hill said. “
House Bill 209 would result in Pennsylvania’s regulatory structure undergoing a ‘spring cleaning.’ With more than 153,000 regulations on our books, the Commonwealth’s regulatory system has become the equivalent of extreme hoarding. We don’t get rid of anything.”
House Bill 209 would create the Independent Office of the Repealer, a position responsible for reviewing and making recommendations for repealing statutes and regulations. In addition, it would establish a rule requiring the repeal of two existing regulations for every new regulation proposed by a department. The legislation would sunset effective June 2024.
“My legislation would also create a website to receive suggestions and comments from the public, businesses, and county and local governmental entities,” added Phillips-Hill. “Simply put, state government is not set up to, nor does it demonstrate a willingness to, clean its own house. House Bill 209 will increase government efficiency, while making Pennsylvania more business and taxpayer friendly and less bogged down by overregulation that impedes the ability to grow our economy.”
