House Republicans held the line on state spending over multiple budget cycles, and now those smart fiscal policies are paying off. The House Appropriations Committee says revenue collections for the month of April were more than $4.4 billion, which is $465 million more than the Department of Revenue’s official estimate. For the 2018-19 fiscal year, general fund collections total $29.16 billion year-to-date, which is $828.5 million above the official revenue estimate. Rep. Kerry Benninghoff (R-Centre & Mifflin) said the good fiscal news for the Commonwealth is the direct result of Republican leadership in efforts to control the growth of state spending and to stand up for taxpayers while the governor has called for tax increases.

The House Veterans Affairs and Emergency Preparedness (VAEP) Committee has unanimously supported legislation drafted by Rep. Steve Barrar (R-Chester/Delaware) that would award a free college education to the spouse or a child of a Pennsylvania National Guard member who reenlists for another six years. The educational benefit could be used at any of the Pennsylvania State System of Higher Education institutions.
House Bill 1324 was approved by the committee on Tuesday and now moves to the full House for consideration. Committee Chairman Barrar said the legislation goes a long way to recognize the sacrifices put forth not only by National Guard members, but by their families as well.

Pennsylvania’s roadways must be made safer, and legislation that would address distracted driving by mandating usage of “hands-free-only” technology is drawing bipartisan support in Harrisburg. House Bill 37 prime sponsor Rep. Rosemary Brown (R-Monroe, Pike) said Pennsylvania needs to join the other states that already ban hand-held cell phone use while driving.

House Speaker Mike Turzai (R-Allegheny) and fellow legislators unveiled “Energize PA,” a pro-growth, pro-jobs legislative package that will create jobs and redevelop infrastructure with no new fees or taxes. Turzai and House Republican bill sponsors spoke at a Capitol press conference this week in Harrisburg about the package that is designed to create jobs, re-use abandoned manufacturing sites, and streamline permitting processes for brownfields and other sites. Rep. Tim O’Neal (R-Washington) is the prime sponsor of a bill in this package.
