House Passes Toohil’s Victims-Related Legislation

Legislation sponsored by Rep. Tarah Toohil (R-Luzerne) that would strengthen criminal investigations into sexual abuse passed unanimously in the House of Representatives today. Toohil’s proposal would specify that no past or future confidentiality agreements can prohibit an individual from communicating with law enforcement at any time. Rep. Toohil said her bill will help to ensure that nondisclosure agreements or similar contracts cannot be used to silence abuse victims and prevent them from speaking out or cooperating with a law enforcement investigation. House Bill 1171 now moves to the Senate for consideration.

A package of bills designed to support and empower crime victims has been passed by the Pennsylvania House. Lawmakers gathered for a press conference on Wednesday to highlight legislation that gives victims a greater voice in the Commonwealth. House Majority Leader Bryan Cutler said lawmakers from both sides of the aisle came together to achieve landmark legislation that would enhance victims’ rights, provide children and those with intellectual disabilities safer means of testifying against abusers, and address statutes of limitations regarding child sexual abuse.

Delozier Applauds House Approval of Package of Victim Rights Legislation

A package of legislation designed to enhance the rights of crime victims has been approved by the Pennsylvania House. The legislative package includes bills to ensure that tender years victims and those with disabilities will be able to submit out-of-court statements, shield rape victims from irrelevant cross examination, and provide victims with a bill of rights. Rep. Sheryl Delozier (R-Cumberland) said lawmakers should work to make sure that victims’ lives do not suffer more disruption than is necessary when interfacing with the judicial system.
