Legislation that would amend the Newborn Protection Act to allow parents to relinquish newborns to emergency medical responders at fire stations was approved by the Pennsylvania House recently in Harrisburg. House Bill 11139 would increase the number of locations parents could surrender a newborn, ensuring proper care and medical treatment for the infant. Rep. Jesse Topper (R- Bedford, Fulton & Franklin), prime sponsor of the bill, said the Newborn Protection Act has provided a vital service, and this measure only increases the likelihood that more children can benefit.

A plan to generate additional revenues for Pennsylvania state government by using targeted tax cuts to spur business growth was unveiled Tuesday in Harrisburg by state Rep. Greg Rothman (R-Cumberland). The state’s current Corporate Net Income Tax (CNI) rate of 9.99 percent is one of the highest in the nation and is widely seen as a barrier to economic growth. Rep. Rothman said his legislation would make Pennsylvania economically competitive by cutting the CNI rate, mirroring the 1981 Kemp-Roth federal law that generated a historic increase in business activity and tax revenues.

Nesbit Bill to Address Opioid Crisis Passes House

Legislation designed to address the ongoing opioid abuse crisis by eliminating the use of paper prescriptions has been approved by the Pennsylvania House. Rep. Tedd Nesbit (R-Mercer & Butler), prime sponsor of House Bill 353, said that his bill would ensure proper electronic tracking of opioid prescriptions and eliminate instances where a stolen prescription pad could be used to obtain painkillers illegally.
