A plan to bring in additional revenues for Pennsylvania state government by using targeted tax cuts to spur business growth was unveiled Tuesday in Harrisburg. The state’s current Corporate Net Income Tax (CNI) rate of 9.99 percent is one of the highest in the nation and is widely seen as a barrier to economic growth. Lawmakers said House Bill 1584 would make Pennsylvania more economically competitive by cutting the CNI rate, mirroring the 1981 Kemp-Roth federal law that generated a historic increase in business activity and tax revenues. Rep. Frank Ryan (R-Lebanon) commented on the proposed legislation.

Legislation designed to address the ongoing opioid abuse crisis by eliminating the use of paper prescriptions has been approved by the Pennsylvania House. Rep. Tedd Nesbit (R-Mercer & Butler), prime sponsor of House Bill 353, said that his bill would ensure proper electronic tracking of opioid prescriptions and eliminate instances where a stolen prescription pad could be used to obtain painkillers illegally.

A recent decision by the Pennsylvania Department of Health to change protocols and allow emergency medical service providers to perform a finger stick test in the field for diabetic patients is being hailed as real progress by ambulance companies. Under the old regulations, EMS providers were prevented from performing the basic blood glucose test, as doing so was not part of the definition of their “scope of practice.” Rep. Will Tallman (R-Adams & Cumberland), who has served for years as an emergency medical technician with his local ambulance company, said the new state regulations will be welcomed by ambulance associations across the state and gives EMTs the tools they need to effectively perform their duties.
