House Majority Leader Dave Reed (R-Indiana) joined other legislative leaders from both the House and Senate Tuesday in calling for Governor Wolf to sign legislation that would allow Pennsylvania school districts to retain the best teachers in the classroom when furloughs are required for economic reasons. House Bill 805, which is now on the Governor’s desk, would end the system of seniority-based “first hired–last fired” layoffs and implement a structure that places emphasis on teacher performance over length-of-service. Majority Leader Reed said the bill represents an important policy change that would help ensure both accountability and high quality education for Pennsylvania students.

Legislative leaders from the House and Senate on Tuesday called for Governor Wolf to reconsider his threat to veto a bill that would allow Pennsylvania school districts to retain the best teachers in the classroom when furloughs are required for economic reasons. House Bill 805 which is now on the Governor’s desk, would end the system of seniority-based, “first hired–last fired” layoffs and implement a structure that places emphasis on teacher performance over length-of-service. House Speaker Mike Turzai (R-Allegheny) said the bill represents a truly meaningful reform that would help ensure high quality education for Pennsylvania’s students.

Lawmakers and education reform advocates gathered at the Capitol on Thursday to urge the Governor to reconsider his plan to veto legislation that would allow school districts to retain high-ranking educators when teachers must be furloughed for economic reasons. House Bill 805 would end the system of seniority-based layoffs and implement a structure that places emphasis on performance over length-of-service. Bill sponsor Rep. Stephen Bloom (R-Cumberland) said we must prioritize what is best for the students.

Legislation to help keep Pennsylvania’s best teachers in the classroom and boost student achievement was approved by the state Senate on Monday and now awaits the governor’s signature. House Bill 805 would end the practice of ‘last hired-first fired’ seniority-based layoffs and instead require teacher performance to guide furlough decisions in public schools. Bill sponsor Rep. Stephen Bloom (R-Cumberland) is asking Gov. Tom Wolf to sign the legislation and end the seniority based rules that can result in the best performing teachers being forced out of the classroom, regardless of the impact on students.
